Can you insist that NHS patients pay for an OCT scan?

Scenario

Adam has just purchased an OCT and he would like every patient to benefit from it, in particular its optic disc glaucoma analysis. He has trained his clinical assistant to complete a summary OCT scan prior to the sight test. All private patients will receive this as part of the examination fee, but NHS patients will have to pay a £25 upgrade fee and the practice will not see NHS patients who decline the upgrade.
