what do you do if you fail one or more pqes and your employer will not keep you on?

can you resit without having worked any longer than 12 months?

I believe if you have done your year training you can take resits whether employed or not. I am aware of someone who was in this category and sat exams.

I think so, but depends on what you fail, if you fail routine you would be daft not to get another job, on the other hand fail case records don't think it would matter

So long as you have done your 12 months you do not need to be employed...........however you would be severely disadvantaged not to be disregarding the subject.
