the ability to converge is an early development of binocularity and comes about through the infants ability to look and fix objects, both moving and still. Many tiny babies can fix an object moving towards then - showing convergence and divergence. Even tiny babies show Depth perception and accomodation is though to be a slightly later development, perhaps brought into play by the evolving sharpness of acuity. However, as the binocular system evolves over the early weeks of life - there will be many variations and perhaps some kids show accomodation earlier.

The eye has the apparatus to accomodation - that has been showed through cycloplegic tests etc. However knowing what to do with it - is a neurological thing and perhaps takes some time. palf
