Why do railway engineers and coastguard personnel wear orange reflective jackets, whereas police, ambulance etc wear yellow?

I have a feeling is just to differentiate them. Could be wrong. Uni lecturer asked us to work out why police/ambulance/fire have blue lights when this was not visually the best choice. The answer was that all the other colours had already been used eg. traffic lights etc. Think it may be something similar.

police, ambulance etc likely to be out on roads with cars - is yellow perhaps more visible in headlights??

Lucic is right! I remember Dr Alan Smith giving us a lecture on that and he said the same thing.

If the colour of coastguard personnel was yellow and they were very far away, the image would subtend a very small visual angle and it would fall on the fovea.Since the fovea cannot "see" yellow (something to with the fovea being devoid of blue cones-check your uni note),you would not be able to see the coastguard.

However, the fovea can "see" orange which is why the colour has been changed to orange (so that it can be seen very far away)
