On the AOP website under ocupation standards in the motor vehicle drivers section its states

'Impaired colour vision is not a bar to driving.'

Does this mean that rod monochromats can legally drive!?

I don't think so. I think the AOP mean that trichromats with anomalous colour defects are okay to drive. But colour blind people (rare as it is!) are not able to get a licence due to this disability.
