If a Px, say with a red green defect, fails the City university Test is possible that they may pass the Ishihara test and vice versa.

-it is possible = yes, but not too common. He who fails one test will usually fail the other.

But if the book is old and the plates faded slightly, the lighting is wrong - or they don't have their reading correction on, then it is indeed possible. The reasons for this is simply that neither test is very accurate.

But on the whole they are both fairly reliable if used properly.
