How can we improve quality of service within the NHS while reducing budgets?

I am sure it will not have escaped your notice that there are changes afoot in the NHS. The exact details of these are still being discussed, but the one common feature is a need to improve quality for less money! This does not necessarily mean doing more for the same (or less) money, but doing the right thing in the right place at the right time. One good example is repeat fields and pressures measurements by applanation to determine whether a patient really does need to be referred for ocular hypertension.
