Can you write all your referral letters at the end of the day?

Scenario

Jim has just started a new job as resident optometrist. His practice manager has told him that the practice prides itself on running on time, so he must ensure he is timely and punctual. Dan, his practice manager, says that if he needs to write referral letters he should do so at the end of the day, when he has an allotted 10 minutes for administration. Jim is concerned about whether this policy will prevent him meeting his obligations to his patients when making referrals.
