Can you refuse to see a patient who keeps taking his prescription elsewhere?

Scenario

Graham Peters, aged 55, has been coming to you regularly for many years. He regularly takes his prescription to a local practice for dispensing, but likes coming to you because you do a ‘proper test’. He is now due for his next sight test and has phoned to make an appointment. You feel that it is uneconomic to keep seeing him and would like to refuse.
