College comments on UK government's Health Bill

The Health Bill is part of the government's modernisation agenda to improve patient care in England.

The College of Optometrists welcomes the overall direction of the NHS Modernisation Bill, particularly its ambition to strengthen integrated care, improve data sharing through a single patient record, and support the shift of appropriate services from hospital settings into the community.

The Health Bill aims to:

  • improve patient safety and experience through a new single patient record, enabling joined-up, proactive care and empowering patients
  • put power and resources in the hands of frontline NHS organisations by abolishing NHS England and stripping back national bureaucracy
  • clarify the role of local health bodies, giving them real flexibility to design and deliver health services to best meet the needs of their local populations

These reforms have the potential to improve eye care access for patients and enable greater use of primary care optometry in delivering high-quality, clinically appropriate eye care closer to home.

Further change is needed

We are concerned about the Bill’s implementation. Structural reform alone will not deliver improved outcomes without adequate allocation of resource and consistent commissioning of enhanced eye care services across regions. Without these changes, hospitals will continue to struggle to meet the needs of our communities, and patients will continue to suffer avoidable sight loss. Secure, interoperable, and practical digital systems are also key to support image-sharing and enable optometrists to have full access to shared patient records.

Working with government and health care bodies

The College will continue working with government, NHS bodies, and our partners to ensure reforms deliver safe, sustainable, and properly supported eye care services across England.
