HR Officer (£35,313 per annum plus competitive benefits)

Following career progression a permanent opportunity has arisen within the College’s HR team for an HR Officer.

Reporting to the Director of People, the role holder will work in a small and friendly HR team and be responsible for providing and delivering high quality support to the Director of People, College staff and managers. They will specifically ensure timely, accurate completion of a variety of activities across the employee life cycle in accordance with the College’s policies and procedures and in line with relevant legislation, ACAS code of practice and our College values, as well providing first line advice on a variety of people issues and managing the College’s recruitment and onboarding processes.

This role would suit someone with solid experience of administering all of the full range of HR activities, with strong numeracy and excel skills plus experience of all stages of the recruitment cycle and of pensions administration and with an interest in developing further their experience in provision of HR advice.

Key activities the post holder will be involved within include:

  • providing advice on, coordination of and supporting managers with end to end recruitment processes and activities for the College
  • coordination and management of the College’s Induction process in a way which ensures successful onboarding of new employees. This will include liaison with colleagues to ensure all elements of the induction programme are covered, supporting initial work to adjust our Induction to reflect hybrid working and ongoing delivery of HR aspects
  • carrying out checks to ensure the College meets its obligations with respect to visas and a person’s right to work in the UK as per the current Home Office guidelines and advising the Head of Human Resources of any issues
  • management and provision of employment and service provider paperwork, to include production of contracts, issuing and filing all employment/service documents, production of offer letters, contracts, contract variations, job descriptions and guiding managers though IR35 checks
  • monitoring of probation periods and contract end dates and providing advice to managers on actions required
  • handling reference requests for leavers and taking up references for new starters
  • managing employee’s personal and HR data, including updating our HR system (IRIS) system, to reflect staff movements and changes, absences and annual leave and maintaining the staff electronic filing systems. Keeping a watching brief over and applying legislative changes relating to staff data and ensuring compliance with data protection and accurate and up to date records
  • coordinating of arrangements for employee entitlement to relevant benefits e.g. pension, our health care cash plan, annual uplifts in annual leave etc and renewals of these policies
  • ensuring the coordination of the process and paperwork for our performance management system including annual and mid-year reviews, moderations. Assisting managers as required by researching and identifying appropriate training and development solutions
  • updating all HR policies and procedures in conjunction with the Director of People
  • acting as the main point of contact for employee queries relating to toil, leave, maternity, paternity, medical adjustment and shared parental leave policies and probationary periods. Organising maternity related risk assessments with the Office Service Manager
  • acting as the first point of contact for all other general HR enquiries from both internal and external customers, referring the query where necessary to the Director of People
  • coordinating and processing all aspects of the payroll including liaising with the College payroll provider and the Finance Department with changes to employee payroll and benefits
  • managing and processing the monthly pensions upload, ensuring copies held for audit purposes
  • putting together the agenda for all staff meetings and managing the circulation of the Zoom recording for the staff meeting
  • provision of data for SLT/SMT meetings to the Director of People on a monthly, quarterly and yearly basis and assisting the Director of People and Head of Finance in preparing bi-annual salary budgets including costing mid-year forecasts and yearly increases, applying policy rulings

To be considered for this vacancy candidates will need to demonstrate:

  • they have a relevant professional qualification (ie CIPD) or equivalent experience together with evidence of continuing professional development
  • experience of uploading pension contributions to pension provider websites and preparing changes for external payrolls.
  • Have previous experience within a similar HR role
  • experience of end-to-end effective recruiting, including short listing, agency fee negotiation, competency based interviewing, developing questions and selection tests, making selection decisions in line with employment legislation and ACAS code of practice
  • experience of providing advice and guidance on maternity related benefits, leave queries
  • an ability to prioritise, work to deadlines, work at pace whilst maintaining excellent attention to detail and both work within a team and on their own initiative
  • evidence of applying knowledge of relevant legislation/ACAS code of practice codes related to documentation production and retention, recruitment and maternity benefits
  • a high level of confidentiality and integrity and strong customer focus
  • working knowledge and application of legal requirements related to rights to work
  • good oral and written communications
  • experience of proficient use of HR systems, MS Office and, in particular, Excel

Experience of HR system migration, providing advice and guidance on early probationary problems, adjustments for medical conditions would also be desirable, however training can be provided.
